JOB PURPOSE

The IT Project Delivery and Governance Manager will play a critical role in ensuring that all IT and Digital projects within Sapura Energy Group follow industry best practices and are delivered efficiently, within scope, on time, and on budget. This role will introduce and strengthen the IT Project Management Methodology and Framework, ensure proper governance and controls, and oversee project performance through effective reporting and monitoring. The individual will also provide guidance and training to project managers and other stakeholders, ensuring adherence to best practices across SDLC, Agile, and Hybrid models. The role will support IT project delivery when required and contribute to the successful execution of complex IT initiatives.

KEY ACCOUNTABILITIES

Project Management Methodology & Framework Development:
- Develop, implement, and continuously improve the IT project management methodology, frameworks, and processes for SDLC, Agile, and Hybrid project models.
- Establish best practices for project planning, execution, monitoring, and closure to ensure consistency across the IT and Digital portfolio.

Project Governance & Controls:
- Define and enforce governance standards, controls, and reporting mechanisms for all IT projects, ensuring projects meet their objectives, scope, timelines, and budget.
- Monitor project progress, risks, issues, and dependencies, ensuring timely escalation and mitigation.

Portfolio Reporting & Performance Dashboards:
- Develop and maintain a centralized reporting framework and performance dashboard for all IT projects and portfolios.
- Ensure real-time tracking and monitoring of project status, milestones, budgets, and resource utilization.

Guidance & Training:
- Provide expert guidance and support to project managers, business analysts, and other project team members to ensure adherence to project management methodologies and best practices.
- Conduct training sessions, workshops, and knowledge-sharing initiatives to uplift the project management capabilities within the team.

IT Project Delivery (When Required):
- Take a hands-on role in the delivery and execution of complex IT projects when needed, applying your expertise in both project management and technical delivery.
- Ensure successful delivery through effective planning, coordination, and communication with cross-functional teams.

Continuous Improvement:
- Continuously evaluate the effectiveness of existing project management processes and recommend improvements to increase efficiency and mitigate project risks.
- Implement lessons learned from completed projects to refine and strengthen future project delivery.

QUALIFICATIONS / CERTIFICATIONS

Minimum Qualifications:

  • Bachelor’s degree in Computer Science, Information Technology, Engineering, or related field.

  • PMP (Project Management Professional), PMI-ACP (Agile Certified Practitioner), or equivalent project management certification is required.

  • Scrum Master Certification (CSM) or equivalent Agile certification is highly desirable.

 

Preferred Qualifications:

Master’s degree in Project Management, IT Management, or related discipline.

RELEVANT EXPERIENCE

  • At least 7 years of hands-on experience in IT project management, including leading and delivering complex IT and Digital projects.

  • Proven track record of delivering projects across SDLC, Agile, and Hybrid methodologies, with a focus on large-scale IT initiatives.

  • Experience in developing and enforcing project management methodologies, frameworks, and governance standards.

  • Experience working in cross-functional, multi-disciplinary teams and with senior stakeholders.

REQUIRED SKILLS

Project Management Skills:

- Expertise in project lifecycle management, including planning, execution, monitoring, and delivery of complex IT projects.

- Strong understanding of project management methodologies (SDLC, Agile, Hybrid).

- Knowledge of project management tools (e.g., MS Project, JIRA, Asana, Trello, etc.) and reporting software.

Governance & Controls:

- Strong experience in setting up and enforcing governance models, ensuring compliance with industry standards and internal processes.

- Ability to define and implement project monitoring mechanisms (e.g., performance dashboards, KPIs).

Reporting & Dashboarding:

- Experience in creating and maintaining project performance dashboards and reports for senior management and stakeholders.

- Ability to synthesize complex data into clear, actionable insights.

Communication & Stakeholder Management:

- Strong communication skills, both written and verbal, with the ability to engage and influence senior leadership and project teams.

- Ability to present project status, risks, and issues effectively to various stakeholders.

Problem-Solving & Risk Management:

-  Ability to proactively identify project risks and issues and formulate mitigation strategies.

- Skilled in resolving conflicts and addressing challenges to keep projects on track.

Training & Mentoring:

- Experience in providing guidance and training to project managers and team members on project management best practices.
