Key accountabilities:

 

Learning & Development (L&D):

  • Develop and implement L&D strategies aligned with business needs, focusing on technical upskilling, compliance, safety, and leadership development across global operations.
  • Align organisation development and change interventions to business strategy and goals.
  • Champion HR activities with a global mindset while being aware of local culture sensitivities.
  • Develop financial budget for learning and development and invest in strategic organisational capabilities to enable business strategy and objectives.
  • Develop the business case for organisational development or change interventions to enhance effectiveness of the organisation.
  • Engage with business leaders to understand business strategy and develop organisational learning and development strategies based on organisation's requirements.
  • Establish and maintain partnerships with professional bodies such as JPK, Universities, CIDB, PETRONAS MPM, and HRDC to align training with national and industry standards.
  • Oversee development and administration of a robust Learning Management System (LMS) and blended learning programs to support remote and site-based personnel.
  • Collaborate with business subject matter experts (SMEs) and HRBPs to conduct Training Needs Analysis (TNA) to identify skill gaps, plan targeted learning solutions and address specific learning needs
  • Lead L&D budget planning and governance. Prepare, implement, and manage the training budget, including overseeing HRDC account and claims related matters, ensuring compliance with regulatory training requirements and maximizing HRDC grant utilization.
  • Coordinate internal trainer development and external vendor performance across local and international business units, yards, supply bases, and offshore platforms.
  • Collaborate closely with senior management, operations, HSE, and project teams to anticipate training needs for upcoming projects and turnaround activities.
  • Measure learning effectiveness through ROI analysis, audit readiness, and operational performance improvements.
  • Develop and maintain an annual training plan, evaluating the effectiveness of training programs through feedback and assessments.
  • Identify and evaluate external Training Providers (TP) and programs when required, ensuring they align with SEB's standards and objectives.
  • Manage and develop team members, aligning their efforts with SEB's values and principles outlined in "Our Way."
  • Build and lead a high-performing team, ensuring effective delivery of L&D initiatives through others.
  • Foster a collaborative and performance-oriented culture within the team, driving continuous improvement and excellence.

 

TVET:

  • Drive TVET (Technical and Vocational Education and Training) integration and strategic partnerships with institutions (e.g., UTP, UMS, UniKL, GiatMara, IKM, CIDB, ADTEC) for workforce certification and pipeline development.
  • Develop and implement TVET strategies and programs to support SEB’s technical workforce and industry demands.
  • Collaborate with technical experts and government agencies to establish TVET initiatives aligned with national competency frameworks.
  • Oversee partnerships with training institutions, certification bodies, and industry stakeholders to enhance SEB’s TVET ecosystem.
  • Drive TVET trainings, skill certifications, and competency-building initiatives to enhance workforce readiness and career progression.
  • Ensure compliance with TVET regulations and industry accreditation standards.
  • Monitor and evaluate the effectiveness of TVET training programs, ensuring alignment with organizational goals.
